Authorities say Gerald Helcher Stellar, owner of Stellar Construction in Salem, was arrested by Fulton County authorities for a Class B Felony for Hot Checks for thousands of dollars of supplies to a vendor in Viola.
Stellar’s accounts have been frozen by the IRS and the State of Arkansas . Investigators with the Arkansas State Contractor’s Board filed an injunction against Stellar and his company with the Arkansas Attorney General.
According to investigators, Stellar was told under no circumstances was he to perform work anywhere in the state . Just days later, he placed an ad to pay cash for workers in the Mountain Home area.
Dozens of ex employees, customers and contractors have come forward with allegations of substandard work and fraud allegations amounting to hundreds of thousands of dollars .
